Plot Synopsis
The headstrong cop from Cook County, Ill. is up against a ruthless Russian-born mobster known as the ''Mad Man'' who has graduated from extortion to murder. Meanwhile his boss, Lt. Solvera is being pressured to drop a vehicular manslaughter case against the troubled son of an old friend, who's running for mayor of Chicago.
